Heald Safeguards the Shrine of Remembrance, Australia, with High-Security Bollards

A heritage-listed Australian landmark has received a world-class security perimeter with Heald’s EVO and APEX bollards.

Built after the First World War, the Shrine of Remembrance stands in the heart of Melbourne as a national monument honouring those who served. Hosting hundreds of thousands of visitors annually, including major events such as the ANZAC Day dawn service, the Shrine is one of the country’s most important places for collective commemoration.

Due to its national significance and large visitor numbers, the Shrine was identified as a potential target for vehicle-borne threats. After a foiled terrorist plot on a previous ANZAC Day, authorities took decisive action. The City of Melbourne, the State Government, and the Shrine of Remembrance Trust commissioned a security review, which led to a comprehensive hostile vehicle mitigation (HVM) plan. A public tender was then issued, calling for perimeter security measures that would not disrupt the site’s historical and landscaped surroundings.

Heald Supplies Security Bollards for the Shrine

Project Requirements

Heald was selected for the project through its Australian distribution partner, GK Solutions, who played a key role in the successful delivery of the installation. The primary challenge was to install visually unobtrusive security bollards, while also accommodating strict installation conditions.

The project brief called for a combination of fixed, shallow bollards and manually operable, removable bollards. Due to concerns around possible soil contaminants, a key consideration of the project was to minimise soil disturbance. The solution also needed to accommodate underground services without compromising safety or structural integrity.

The Solution

To meet these requirements, Heald supplied two of its leading products:

  • 63 APEX shallow mount Bollards: Part of Heald’s ultra-shallow range, these stainless steel bollards are ideal for environments with limited excavation depth. The APEX Bollard offers high performance in a compact format and has been crash-tested in an array of 3 against a 7.2-tonne truck travelling at 64kph. The APEX was the most cost-effective ultra-shallow bollard and proved to be the ideal solution, particularly in areas where installation took place above underground services.

  • 3 removable APEX Bollards: Heald also developed a Removable APEX Bollard specifically for this site. These units were used where less frequent access was required.

  • 22 EVO Manual Bollards: Chosen for their ease of operation and minimal maintenance requirements, the EVO removable bollards provided flexibility to accommodate access needs for services and ceremonial events, while still offering reliable protection when deployed. The EVO stainless steel bollards have been IWA crash tested to halt a 7.2-tonne truck travelling at 64kph (40mph).

Heald’s EVO Bollard and APEX Bollard have a unique joining system which allows them to be paired in any combination. This was utilised in the arrays of bollards to ensure that the EVO Bollards providing the opening sections of the array were in the perfect position whilst the APEX Bollards were used to close the gaps, providing fixed protection.

Installation Challenges

One of the unique challenges of the installation involved areas where only two APEX bollards could fit, despite the product being crash-tested as an array of three. Heald worked alongside GK Solutions and a structural engineering consultancy to overcome space constraints. Together, they developed a reinforced two-bollard configuration that met the client’s safety and performance requirements.

The Result

The installation of Heald bollards at the Shrine of Remembrance not only strengthened its physical security but also demonstrated a commitment to preserving public safety without compromising visitor experience. The manually operable EVO bollards provided the flexibility needed for event access, while the discreet design of both EVO and APEX ensured they remained visually sympathetic to the surrounding landscape.

 

With over 100,000 people attending the ANZAC Day dawn service alone, the newly installed perimeter measures now offer peace of mind to the Shrine’s visitors.
